Between The Buildings
Tall buildings block out any form of natural light, casting shadows that
play along the walls. The space between the buildings is narrow, with space
for only about two people to squah by each other in passing. Small piles of
garbage create homes for rats that scurry along the ground. Hungry dogs
hide in the darkness and watch the people that pass.

They're the standard *oL citymobs, flagged assist and all. If they don't assist, it's due to something on the coding end and not fixable by us. Also, these shouldn't be outside their room, so I fixed that.

Ely. I think maybe that room is a bit buggy. When the CoL rooms were put in there, there was 2 standing RS mobs there and they always used to load Naked.

I coulda swore those mobs were meant specifically not to assist, to avoid CoL shenanigans or trouble

From the design it seems more like they were intended to not wander, being grouped with the stationary lieutenant. However, if people kill the lieutenant, his mobs start to wander.
