Bush was an inactive, incurious president who appointed people and listened to them. Trump is an inactive, incurious president who appointed people, rarely listens to them, and rapidly fires them. Bush sucked, but we had a stable government, which brought things like an active State Department and coherent policy. Remember when the President didn't attack American companies on a constant basis? Remember when the President didn't regularly mock and insult other politicians, calling them names? Remember how Bush wanted to help Africa rather than just calling it a shithole? You know what else Bush did? He loved his wife.
The only thing you might say about Trump over Bush is that he has not yet put us at large-scale military confrontations. That said, his buddying up with Haspel and Bolton negates whatever was left of his faux-pacifism. Trump is much worse than Bush.
