Im glad you asked these questions Kryygster.

The badges were supposed to be one only after a fade died and was found with three badges suspiciously familiar to this situation...and the rings are no rent...fishy. Something smells verry fishy.

Those particular badges are once per boot rewards from Lokras. The rings loaded as a pair recently during the big bandit raid on Caemlyn.

Just a case of logging on after boot with the items. No rule has been made saying who can and can't use, wear, hold, or have the new reward badges.

and old badge has similar benefits.

rings are the old unique made into a no rent unique available from the hinderstap village iirc.
